As a result of consideration of the draft Government Resolution “On approval of limits (minimum and maximum) values of insurance tariffs on compulsory insurance of civil liability of the carrier for damage to life, health, property of passengers” from 27.08.12 (hereinafter – the Project) I want to Express my concern and to pay attention to the following:
1. In a world of widespread legislative practice of establishing a minimum limit liability insurance which is mandatory. However, in developed countries there is no practice of legislative regulation of insurance rates in the area of civil liability insurance for damage to life, health and property of passengers. This question is governed by robust market mechanisms based on accumulated years of international experience in aviation insurance. We believe that to depart from international practice is unacceptable.
